Job Title: Construction Quality Engineer I
Reports To: Construction Quality Lead
Position Summary:-
This position supports Construction quality at Exterran sites and reports directly to the Construction Quality Lead. The role plans, coordinates and directs site QA/QC processes. Success in this role is measured by the understanding and adherence to Quality requirements enabling a continuous production of products consistent with the Quality policy, Quality system and established industry standards. The role is also responsible for identifying and driving standardization of processes and other productivity improvements that would positively influence function at the site.
Essential Duties & Responsibilities:-
General:
Lead Construction QA/QC activities in line with Exterran Quality management system and Customer Quality requirements Develop Construction quality plan for the management of Construction quality from material receipt through to mechanical completion, commissioning and start-up Represent QA/QC function in Kick-off meetings and Pre-inspection meetings Conduct quality audits, working in close coordination with work groups for successful implementation of Project Quality requirements Report and address quality issues related to non-conforming material or components and obtain timely correction, corrective and preventive actions Maintain non conformance register and track NCR closeout with respective parties
Implement, monitor, report project Quality KPIs and provide input for monthly quality reports to Construction
Quality Supervisor:-
Identify and manage Quality risks and Lesson learns that have an impact on the project Plan and organize quality tool box talks among construction team Attend site inspections as agreed in the ITPs and report non conformities found, and follow up for Correction and Corrective action Maintain calibration register for Inspection and testing instruments Ensure compliance with drawings, technical specifications, related international standards and customer pre-defined quality expectations. Prepare ITR (Inspection Test Record, as required, based on the project/ Exterran specification during the FAT Carryout final walk down and system check to ensure installation as per line list, P&ID, isometrics, verify piping cleanliness Prepare punch list, witness pressure test, verify re-instatement and punch list completion Liaise with Commissioning team, ensure mechanical completion and construction ITRs are completed, construction punch list are closed and submitted as part of the system handover Compilation of Construction Record Book / Final Dossier for submission to the client
Mechanical /Piping:-
Preparation of WPS, Welding procedure qualification and welder qualification tests
Monitor in-process pipe erection, transfer of heat numbers. Monitor pipe and welding traceability
Witness Hydro tests and piping reinstatement are witnessed, pipe cleanliness and preservations are done properly to avoid any contamination
Preparation of painting and coating procedures, monitor holiday testing and coating repairs
Monitor project weld status by calculating welder repair rates and weld repair assessments
Interpret and evaluate NDT results
Field inspection of installation & alignment of Rotating Equipment (like Pumps, compressor, Air fin coolers, etc.,) with respect to the related standard, specifications, and ITP & vendor manuals
Required Education & Certifications
Bachelor degree or Diploma in Engineering
CSWIP 3.1 /AWS –CWI certified Welding Inspector
BGAS /NACE Painting inspector
Required Experience & Skills
Shall have minimum 8 years of experience in quality management in Oil and Gas projects, including 3 years in construction, pre-commissioning and commissioning phases
Minimum 5 years prior experience in welding fabrication and NDT methods
Minimum 3 years prior experience in auditing basics and basic understanding of root cause analysis process and techniques
Good understanding of other recognized standards and codes such ASME, ANSI, ASNT, API, ASTM, NACE ISO, DIN, and AWS
Ability to read and interpret P&IDs, Isometric drawings, General arrangement drawings
Good communication skills to liaise with quality and cross-functional counterparts to address quality related matters
Ability to coordinate with customers and third party inspectors
Solids knowledge in the use of Microsoft suite of office software applications (Word, Excel, Power Point, and Outlook)
Ability to read, write, speak and understand English
Preferred Experience & Skills
Experience in using Oracle Quality module
Fluency in Spanish in reading, writing, and oral communication is preferred in U.S. and Latin America; Arabic preferred in Middle East; Chinese/Thai/Indonesian preferred in Asia
Preferred Training & Certifications
LSS (Lean Six Sigma) training and belt certification.
IRCA certified ISO 9001:2015 QMS Lead Auditor
API 653-Above Ground Storage Tank Inspector
API 570 – Piping InspectorASNT NDT- Level-2- MT, PT, UT, RTFI
